Current director of the ICTJ Colombia Program, Javier Ciurlizza is a lawyer from the Pontificia Universidad del Peru and has a Masters degree from Warwick University, England. He was Executive Secretary to the Truth and Reconciliation Commission of Peru and later Director of the Institute of Democracy and Human Rights from the Universidad Católica. He was appointed Chief of Cabinet to the Ministry of Justice and legal adviser for the Peruvian Chancellor on the extradition of former President Alberto Fujimori. Ciurlizza guided truth commissions and judiciary processes in Paraguay, Kenya, Indonesia and Liberia.

Actualmente es director del ICTJ-Colombia. Abogado por la Pontificia Universidad Católica del Perú y magíster en política por la Universidad de Warwick, Inglaterra. Fue secretario ejecutivo de la Comisión de la Verdad y Reconciliación del Perú y luego director del Instituto de Democracia y Derechos Humanos de la Universidad Católica. Anteriormente fue Jefe de Gabinete del Ministerio de Justicia y asesor legal de la Cancillería peruana en la extradición del ex Presidente Alberto Fujimori. Ha asesorado a procesos de comisiones de la verdad y procesos judiciales en Paraguay, Kenya, Indonesia y Liberia.
