February 2003 The Applicability of the United Nations Convention on the Prevention and Punishment of the Crime of Genocide to Events which Occurred During the Early Twentieth CenturyIn 2002, the ICTJ addressed members of the Turkish Armenian Reconciliation Commission (TARC) on questions of reconciliation and transitional justice. Thereafter the TARC officially requested that the ICTJ should facilitate the drafting of a legal memorandum on the applicability of the UN Convention on the Prevention and Punishment of the Crime of Genocide to events which occurred during the early twentieth century. The memorandum was drafted by independent legal counsel and not by the ICTJ. The memorandum is a legal, not a factual or historical, analysis.PDF
