Manuel is a criminal justice researcher at the ICTJ Colombia office, producing knowledge and providing technical assistance to the transitional justice institutions in the country as well as civil society actors. Prior to joining ICTJ in 2019, Manuel worked in various public institutions, including the Special Jurisdiction for Peace and the National Center for Historic Memory, as advisor on transitional justice issues and comprehensive reparations to victims of the internal armed conflict. He has also participated in a variety of social processes as a human rights advocate and defender. He holds a B.A. and M.A. in law and a Ph.D. in history from the National University of Colombia.
