Mohamed Azer Zouari serves as the Legal Officer in ICTJ's Tunis Office. Before joining ICTJ, Azer Zouari practiced commercial and investment arbitration law, tax law, and insurance litigation law at a law firm where he gained experience in the enforcement of World Bank Loan agreements and other instruments related to monetary law and competition. He is a member of the Laboratory of Research in International and European Law & European-Maghreb Relations (LR-DIERME) and served as an assisting lecturer in the Faculty of Legal, Social and Political Sciences of Tunisia (Carthage University).

Mohamed holds a Ph.D. in international investment law and arbitration. He has published articles on issues of public international law and international investment law.
