What Is Transitional Justice?

‘Our Pain Turned into Policy’: Advancing Peace and Justice Through Community Dialogue in Syria

This report summarizes the key observations offered by Syrians during community dialogues in April 2025. Convened by Bridges of Truth, a collaboration of Syrian civil society organizations and ICTJ, the dialogues captured a wide spectrum of perspectives and experiences and provided valuable insights into the challenges Syrians face and what is necessary for achieving justice and sustainable peace. This report identifies areas of priority intervention and makes recommendations for moving forward.

The Macro-Criminality Approach in the Justice and Peace Process: Lessons for the Special Jurisdiction for Peace

This report analyzes the macro-criminality approach that was taken in Colombia’s Justice and Peace process and draws key lessons for the Special Jurisdiction for Peace. It examines how Law 1592 of 2012 and other regulatory instruments sought to move beyond a case-by-case method, prioritize those most responsible, and identify criminal patterns, although conceptual and implementation challenges limited the approach’s overall impact.

Acknowledgment of Responsibility in the Framework of the Justice and Peace Law: Lessons and Recommendations for the Comprehensive System for Truth, Justice, Reparation, and Non-Recurrence

This study, carried out in partnership with Aulas de Paz and Universidad Santo Tomás, explores experiences of acknowledgment of responsibility under Colombia’s Justice and Peace Law. Drawing on interviews with victims, former combatants, and judicial officials, it identifies key lessons for truth and reconciliation processes and offers concrete recommendations to strengthen Colombia’s Comprehensive System for Truth, Justice, Reparation, and Non-Recurrence.

A Look at Colombia's Truth Commission: Lessons, Reflections, and Seven Contemporary Challenges

As part of a transitional justice process, truth commissions are crucial mechanisms for clarifying the past and safeguarding victims’ rights. With over 50 truth commissions worldwide, they remain relevant in increasingly complex contexts shaped by rapid technological change and challenges to liberal democracy. This book examines Colombia’s 2016 Peace Agreement and its 2018-2022 Truth Commission and identifies lessons learned on social dialogue and participation, extrajudicial acknowledgments of responsibility, and psychosocial support, among others.

Beyond the Truth and Reconciliation Commission: Transitional Justice Options in Liberia

The Liberia Truth and Reconciliation Commission (TRC) released its final report in December 2009 after more than three years of operations. The report offers valuable insights into Liberia’s turbulent history, including the gross human rights violations committed during the country’s 14-year conflict.

Myanmar: Submission to the Universal Periodic Review of the UN Human Rights Council

In 2008 and 2009, the International Center for Transitional Justice (ICTJ) conducted extensive research on impunity in Myanmar (previously known as Burma). This submission is based largely on that research, as well as developments in the last six months.

Impunity or Reconciliation in Burma's Transition

The Burmese government cannot change in a meaningful way until it eliminates the culture of impunity for human rights violations that has developed during the past 48 years. The international community can help this effort by establishing a commission of inquiry into the violations. Recent efforts in Burma to end the civil war and to introduce democratic rule have fallen short.

‘Thoughts on Our Beloved Country’: A Call for Inclusion of Displaced Persons in South Sudan’s Transitional Justice Process

This study aims to communicate the perspectives, expectations, and needs of South Sudanese displaced persons to relevant policymakers and thereby inform the ongoing transitional justice efforts emanating from South Sudan’s 2018 revitalized peace agreement. It also provides lessons learned from comparative experiences with a view to strengthening the capacity of South Sudanese government policymakers, victims, civil society organizations, and religious and community leaders as they design and implement transitional justice mechanisms.

Across the Lines: The Impact of Nepal's Conflict on Women

Gender-based violence, including sexual violence was a common feature of the 10-year-long armed conflict between the security forces and the Communist Party of Nepal – Maoist (CPN-M), yet few individual incidents were reported.
