This paper documents the opinions of victims of human rights violations in Kenya about the country’s unfolding transitional justice process. The first section gives background into the human rights violations; the second section presents victims ideas about reparative justice. The report recommends implementing an urgent reparations program to address the needs of the most vulnerable victims, as well as establishing a process to lead to a more comprehensive reparations program in the future.

With enforced disappearances on the rise, ICTJ President David Tolbert says the path to prevention is clear: the international community must reorder its priorities and change its approach. The disproportionate attention on counterterrorism takes us further away from accountability and prevention, Tolbert writes. He urges the international community to lead the way in unequivocally censoring governments that use enforced disappearance as a political tactic — and ensuring there can be no impunity for this crime.

To offer assistance and international expertise to Tunisian civil society groups, ICTJ partnered with the Office of the High Commissioner for Human Rights (OHCHR) for a training on public engagement in truth seeking processes. Titled “The Role of Civil Society in Truth Commissions: Participation and Advocacy for Victims in Tunisia,” the training offered around 65 participants the opportunity to examine the role of truth commissions in contexts of transitional justice, and to assess future engagement of their organizations in Tunisia’s proposed truth commission.

Constitutional reforms can be valuable in a transitional justice process, but their effectiveness depends on the degree to which they are woven into the social and cultural understanding of the country's legal framework.

Across Syria today, we continue to witness human rights violations and abuses that run counter to the very principles upon which the revolution was built. In particular, recent violence in the coast and Sweida has deepened the sense of fear and mistrust already felt by many communities. Meanwhile, Syria's new transitional justice commissions have been working hard to lay the foundations of their mandates. Now, at this critical juncture, they must show that they are ready to lead and first and foremost to serve victims.

This report presents the findings of an in-depth survey of more than 400 conflict victims in 10 districts of Nepal, researching their immediate and long-term needs and aspirations. Participants included those who had received benefits through the government’s Interim Relief Program and those who had been ineligible (such as survivors of torture and sexual violence). It concludes that victims continue to have acute needs and that the government should carry out a comprehensive reparations program immediately.
