A newly adopted UN Security Council resolution calls on the Syrian government to cooperate in destroying its chemical weapons arsenal, stressing that “those responsible for any use of chemical weapons must be held accountable.” Yet, it does not provide a framework for pursuing accountability, in the short or long term. What role might transitional justice play in a post-conflict Syria? Should Syria rush to prosecute war criminals once the fighting draws to a close? These are some of the pressing questions explored in ICTJ’s newest briefing paper.

Human rights violations as well as any official response to them affect women’s lives in distinct, profound, and often unseen and unspoken ways. For a society grappling with mass atrocities, it is crucial to shed light on these diverse experiences, if they are ever to be acknowledged and repaired. Space must therefore be created for women victims to share their experiences. Libya is one such country. To help raise the voices of women victims and human rights defenders there, ICTJ has been collaborating with diverse women-led civil society organizations since 2019, bringing them together and helping them build their capacities.

Sexual violence against men and boys in times of conflict or repression is alarmingly common— and takes a markedly consistent form across contexts in terms of how it affects victims and societies as a human rights violation that is taboo to talk about. It has been committed in all cultures, geographic regions, and time periods. Today, while some of the silence surrounding the issue of sexual violence against women is being broken, unfortunately effective measures of justice and redress are still not understood or applied in ways that can support male victims.

Sexual violence against men and boys is alarmingly common amidst conflict or repression, but these crimes are often mishandled. A new ICTJ report examines how transitional justice efforts in South Africa, Kenya, Cambodia, and beyond have responded to the needs of male victims of sexual violence. What lessons can be drawn from these approaches?

This report compares findings from two population-based surveys (in 2005 and 2007) in districts of northern Uganda most affected by 21 years of conflict, including the Acholi districts. The studies capture attitudes about peace, justice, and social reconstruction. Developing a deeper understanding of the needs and desires of affected populations is crucial for long-term conflict resolution.

On October 7, the world watched in horror as members of the militant group Hamas slaughtered over 1,400 Israelis, most of whom were civilians including children and the elderly, in a premeditated and sophisticated attack. Israel’s response has so far been no less horrific. Incessant waves of indiscriminate airstrikes on Gaza have hit residential buildings, medical facilities, and other critical civilian infrastructure, besieging the entire enclave and leaving more than 5,000 people dead including 2,000 children. Unfortunately, these unspeakable atrocities—the condemnation and rejection for which we have run out of words—are not isolated events happening in a vacuum. They are, in fact, just the latest episodes in a 75-yearlong cycle of violence.

In the wake of the recent contentious presidential elections, Venezuelans from all walks of life took to the streets to express their collective distrust of the official results, outrage over their country's dire economic and political crisis, and demand for transformative change. For a brief moment, their sheer numbers and the of unity of their voices gave hope that a window of opportunity had opened for real change. In countries grappling with massive human rights violations, from time to time, a window of opportunity does in fact open for society to come together and a forge path toward peace and justice. Unfortunately, such windows do not remain open indefinitely.

Hybrid courts have ranged from the ad hoc international Criminal Tribunals for the former Yugoslavia and Rwanda (ICTY and ICTR respectively), to the treaty-based Special Court for Sierra Leone (SCSL) and Extraordinary Chambers in the Courts of Cambodia (ECCC), to international assistance to specialized units within national systems in Bosnia and Herzegovina, Kosovo, and Timor-Leste.
