While Armenia may rightfully seek acknowledgment from its neighbors of the genocide and other egregious violations, for its part, it must have the courage to reckon with its own recent past in the 30 years since achieving statehood, which includes war crimes, systematic corruption, and large-scale human rights abuses against its own citizens. Failing to do so ultimately threatens the young republic’s democracy.

This report provides an analysis of international economic sanctions from a transitional justice perspective. It considers the role that sanctions may play in advancing or hindering accountability, redress, and prevention in response to massive and serious human rights violations. The report also examines the challenges that sanctions pose to justice, related to both legitimacy and impact, and identifies opportunities for increased engagement between justice practitioners and sanctions authorities. 

Some habits die hard. This is especially true of ways of thinking. Despite significant changes in national and international law and practice in the last thirty years—the period that corresponds with the emergence of transitional justice as a field—the recent upheaval in the Middle East and Northern Africa region has provoked proposals that hearken back to a period that we may have thought long gone.

This report of the Working Group on Transitional Justice and SDG16+ articulates the contributions of transitional justice to the Sustainable Development Goals (SDGs), particularly SDG 16 on peace, justice, and inclusion, but also related goals on gender and inequality. The report contends that in contexts of serious and massive human rights violations, transitional justice provides a framework for addressing the needs of victims, helping to reduce the “justice gap,” and building sustainable peace and development.

The government of Uganda has been slow to address and remedy serious human rights abuses committed against civilians throughout the country, despite its commitment under the Juba peace talks. This paper analyzes some of the underlying factors that seem to impede the implementation of transitional justice measures in Uganda, such as waning political support and an overly bureaucratic process, and offers practical recommendations on how to advance the process.

July 17, 2023, marked 25 years since the Rome Statute was adopted at a conference in Rome, Italy. The statute created the world’s first permanent international court, the International Criminal Court, which was probably the most significant milestone in international criminal justice since the Nuremburg and Tokyo trials of the mid-20th century. It signaled the firm intention of many nations to address ongoing impunity of the most serious crimes known to humankind. After 25 years, however, the ICC has not yet reached its full potential.
