Robert Cusumano

Chair

Mr. Cusumano is the founder and executive director of Legal Horizons Foundation (LHF), which is dedicated to enhancing rule of law (RoL) in the United States and around the world, supporting efforts to make law rational and humane, and conducive to peaceful prevention and resolution of disputes. LHF has provided grants to organizations supporting RoL, participated directly in RoL projects and written extensively about private sector support for RoL, particularly in connection with efforts sponsored by the United Nations pursuant to its Sustainable Development Goals.

During his legal career, Mr. Cusumano was a partner at the international law firms Simpson Thatcher & Bartlett (1991–2003), and Debevoise & Plimpton (2003–2005), before spending eight years (2005-2013) as global General Counsel of ACE, Ltd, a multinational insurance company now known as Chubb. From 2015-2017, Mr. Cusumano was a partner at Crowell & Moring. A litigator by training, his practice also included transactional counseling and negotiation, insurance law, international tax, employment, and corporate governance and legal compliance.

In 2008, Mr. Cusumano founded the ACE Rule of Law Fund to support projects to enhance the rule of law around the world via voluntary contributions by in-house lawyers and matching funds by law firms. In 2010, he and the ACE Charitable Foundation created a fellowship with the University of Pennsylvania Law School by which graduating students could begin careers in public service internationally. Mr. Cusumano has served as a board member and as Chair of the City Bar Fund (2013-2019), which supervises the pro bono programs of the New York City Bar Association, and as a member of the Committee supervising the Vance Center for International Justice.
