Complaint Filed to ICC Prosecutor a Year After Forced Displacement of Armenians from Nagorno Karabakh

A year after Azerbaijan’s invasion of Nagorno-Karabakh, a complaint accusing Azerbaijani officials of crimes against humanity has been filed at the International Criminal Court (ICC) on behalf of two of the victims. The complaint, submitted by the legal team representing victims, includes allegations of forced displacement, persecution, and ethnic cleansing against the Armenian population of Nagorno-Karabakh.  

The legal action comes one year following Azerbaijan’s military offensive to take control of Nagorno-Karabakh, which followed a more than nine-month blockade of the region. It marks the first significant attempt to hold Azerbaijani authorities accountable at an international level for alleged violations during and after the conflict. The ICC complaint focuses on crimes committed under the Rome Statute, citing grave human rights violations against civilians. The case is part of broader efforts by displaced Armenians to seek justice and reparations for the suffering caused by the conflict, as the region remains unstable. 

Armenia is party to the ICC, while Azerbaijan is not.
