As part of a transitional justice process, truth commissions are crucial mechanisms for clarifying the past and safeguarding victims’ rights. With over 50 truth commissions worldwide, they remain relevant in increasingly complex contexts shaped by rapid technological change and challenges to liberal democracy. This book examines Colombia’s 2016 Peace Agreement and its 2018-2022 Truth Commission and identifies lessons learned on social dialogue and participation, extrajudicial acknowledgments of responsibility, and psychosocial support, among others.

The issuance of the first sentences by Colombia’s Special Jurisdiction for Peace marks a turning point for transitional justice in the country. Colombia's Special Jurisdiction for Peace (SJP) aims to achieve criminal accountability through a mixed system of restorative and retributive justice. Generally speaking, the SJP envisions large-scale restorative justice measures involving public acknowledgments of responsibility, as well as concrete, symbolic, and collective reparations aimed at satisfying victims while simultaneously reintegrating perpetrators. This report describes the court’s mixed model, delves into its innerworkings, and critically assesses its restorative justice components and their impact.

ICTJ and the Bridges of Truth project are launching Tomorrow We Continue, a new short animated documentary that follows a young mother of two whose husband was detained and disappeared by security forces in Syria some years ago. The film takes the viewer on her journey as a refugee searching for safety in Berlin and depicts the daily struggles she encounters once settled as she tries to earn a living and care for her children while continuing to search for her husband. Since the uprising in Syria began in 2011, more than 100,000 people have been disappeared or arbitrarily detained. The families they leave behind may move to safer places as refugees, but the search for their loved ones persists wherever they go. This film is one of their stories.

In this era of technological transformation, it is critically important to develop digital strategies for documenting human rights violations, analyzing data for accountability or reparations purposes, and safely advocating for human rights online. This is particularly true in contexts where victims, human rights actors, and members of the media live in fear. To this end, ICTJ has recently led trainings for human rights activists in conflict-affected countries on open-source investigation tools to help them do their work more effectively.

ICTJ releases a new briefing paper, “Reflections on Victim-Centered Accountability in Ukraine.” The paper examines the various actions that have been taken or are under consideration to investigate and prosecute war crimes and other human rights violations in Ukraine. It explores the myriad challenges they face and how tools from the field of transitional justice can be applied in tandem to deliver justice and reparation to victims and lay the foundation for a more inclusive and democratic Ukraine.

The field of transitional justice increasingly recognizes the relevance of mental health and psychosocial support in contexts of massive human rights violations. Despite growing advocacy and awareness at the global policy level, however, the field lacks a systematic approach to the issue. Now, a new ICTJ report contributes to such an approach.
