Rebecca Castellucci is a development professional with over a decade of experience leading rule of law and justice sector reform programs across the Middle East, South Asia, and North Africa. From 2015 to 2025, she held senior roles at the National Center for State Courts (NCSC), most recently as Program Manager in the International Programs Division. In this capacity, she managed U.S. State Department–funded initiatives in Lebanon, Bangladesh, Pakistan, the Philippines, Egypt, Tunisia, and Morocco.

Her technical expertise includes legal framework analysis, judicial policy development, court administration, and digital transformation of justice systems. She also designed and led gender and youth-focused initiatives, including national assessments and inclusive programming. Rebecca oversaw procurement, sub-award management, M&E, and compliance, and played a central role in proposal development and donor engagement.

From 2017 to 2018, she served as Deputy Chief of Party for USAID’s Justice for All Program in Bangladesh, supporting legal aid reform and conducting annual gender analyses of the legal profession. Earlier, she worked as a Program Analyst at the U.S. Department of State and as a Program Officer at George Mason University’s Center for World Religions, Diplomacy and Conflict Resolution.

Rebecca holds an M.S. in Conflict Analysis and Resolution from George Mason University and a B.A. in International Studies from Washington College. She has working proficiency in Arabic and a strong background in technical implementation, stakeholder coordination, and justice sector modernization.
