Throughout 2023, ICTJ’s experts have offered their unique perspective on breaking news around the globe as part of the World Report. Their insightful commentaries have brought into focus the impact these events have on victims of human right violations as well as larger struggles for peace and justice. In this edition, we look back on the past year through the Expert’s Choice column.

The United Nations has proclaimed December 10 as International Human Rights Day. The date commemorates the signing of the Universal Declaration of Human Rights in 1948, which represented the reaction of the international community to the horrors of the Second World War. Today is a day for reflection more than celebration. A cursory scan of events from the last few weeks has thrown up examples that demonstrate that the belief in human rights for all - in treating all states the same - is more of a tissue-thin membrane than a robust bulwark.

In this edition of ICTJ's Program report, Kelli Muddell, director of ICTJ's Gender Justice program, reflects on ICTJ’s vision of gender justice, the challenges facing survivors of sexual and gender-based violence in times of transition, and how ICTJ is working to address inequality in countries like Colombia, Nepal, and Tunisia.

Claudio Cordone, ICTJ’s program director covering the MENA region, discusses individual country scenarios, prospects for transitional justice processes and explains ICTJ’s involvement and impact. Cordone speaks about transitional justice principles being at the root of popular uprisings referred to as “Arab Spring” and the challenges facing societies in their efforts to reckon with legacies of dictatorships and recent violence. The International Center for Transitional Justice (ICTJ) released a new report today providing detailed information and analysis on how Iraq dismantled Saddam Hussein’s Baath Party and purged state institutions of party members. The report, titled “A Bitter Legacy: Lessons of De-Baathification in Iraq,” carries valuable lessons for countries in the Middle East and North Africa (MENA) as they consider how to deal with legacies of abuse by the security and political apparatuses of former regimes.
