Amid deteriorating human rights conditions in the country, the lower house of Burundi’s National Assembly voted overwhelmingly in favor of withdrawing from the Rome Statute, the treaty that created the International Criminal Court. “Burundi should reconsider this ill-conceived decision, which undermines efforts at the national level to bring justice, peace, and stability to the country,” said ICTJ President David Tolbert.

On April 10, the UN General Assembly is holding a thematic debate on the role of international justice in reconciliation processes. The debate was called by UN GA President Vuk Jeremic, of Serbia, in the wake of the recent acquittal of Croatian General Ante Gotovina by the International Criminal Tribunal for the Former Yugoslavia. Unfortunately, it has become clear that the real purpose of this debate is directed at undermining the ICTY, rather than to discuss an important issue, not only in the Balkans, but in a growing number of countries.

In times of transition, reparations can make a tangible impact on the everyday lives of victims. As part of a larger process of social change, reparations programs should be part of an integrated approach to addressing the fundamental rights of victims, not just their immediate needs. In this way, reparations programs have the potential to be transformative. It was this potential that was considered at a recent international seminar, "Transformative Reparation for Women Victims of Armed Conflict," held in Colombia, on November 16, 2012.

Saudi Arabia’s recent proposed plan to end the brutal conflict in Yemen comes as it enters its seventh grueling year. The initiative was widely welcomed by countries in the region and around the world. The United Nations considers the initiative to be in line with its efforts to broker a peace deal in Yemen and reiterated that “all actors and stakeholders must do their utmost to facilitate an immediate agreement that brings Yemen back to a path towards peace.” However, the Saudi initiative is only the latest in a series of attempts to establish peace in Yemen. Other recent ceasefire agreements have failed.

The political crisis in Venezuela has reached a breaking point. The upcoming parliamentary elections scheduled for December 6 threaten to deprive the opposition of its institutional foothold, on which the legitimacy of its demand to establish an interim government rests. Moreover, observers both inside and outside Venezuela have repeatedly warned that the conditions are unsuitable for fair and impartial elections. A political solution now depends on the government backpedaling from its recent refusal to postpone the elections and allowing the European Union to observe them. It also requires the opposition to take a clear stance beyond calling for the removal of the president.

“Residential schools affected everything about how we live. They targeted and destroyed our strong family unit, the basic foundation of our communities. They destroyed the glue that holds us together—love, respect and sharing.” These words, spoken by Charlie Furlong, a community leader of the Gwich'in people of Canada’s Northwest Territories, sum up the chilling legacy of the country’s policy of forced assimilation of indigenous cultures implemented through a system of Indian Residential Schools (IRS) from the 1870s to 1998.

From March 27 to 30, some 20,000 Canadians gathered in Edmonton, Alberta, for the final national event of the Truth and Reconciliation Commission of Canada (TRC). Established in 2008, the TRC is now entering a new stage: the writing of its final report based on the more than 6,500 statements it has gathered.

Canada’s Truth and Reconciliation Commission (TRC) released its interim report and a new historical publication titled They Came for the Children in Vancouver today. The TRC was established in 2008 to examine and make public the truth about Canada’s former Indian Residential Schools, a system designed to forcibly assimilate aboriginal children. From 1874 to 1996 more than 150,000 children were taken from their families and placed in church-run schools. They were prohibited from speaking their native languages and practicing cultural traditions, and physical, sexual, and emotional violence was commonplace.

The conviction of former Liberian president Charles Taylor for crimes against humanity and war crimes committed in neighboring Sierra Leone finds both West African countries and the region grappling with his terrible legacy. And while the people, and especially Taylor’s victims, in Sierra Leone welcome it as an important step in the country’s effort to overcome the consequences of the brutal civil war, Liberians are still a long way from seeing accountability for the suffering they endured.

Despite the overwhelming number of Lebanon's civilians killed, injured, displaced or otherwise harmed by decades of violence, there remains a near-total lack of official acknowledgment, reparation, truth about serious crimes or accountability for the perpetrators. ICTJ is pleased to release the first in a series of publications that aim to bring the crimes of the past in Lebanon to light.

ICTJ released a briefing paper today examining current opportunities for prosecuting serious crimes within Kenya’s national judicial system, including crimes committed during the postelection violence of late 2007 and early 2008 (PEV), which claimed 1,113 lives and displaced an estimated 660,000 people. Titled “Prosecuting International and Other Serious Crimes in Kenya,” the paper looks at legal and institutional reforms that may be needed at the national level to effectively investigate and prosecute the worst crimes of the PEV period, including murder, serious assault, and rape.

Since the 1950s, the FARC had been present in the southern department of Caquetá in Colombia. The local population suffered from decades of armed confrontations between the FARC and the Colombian Army.
