From October 1 to October 5, 2018, ICTJ hosted its eleventh intensive course on transitional justice in collaboration with the International Peace Center for in Barcelona. Participants included leaders in their respective fields, including human rights law, community justice and legal services, peacebuilding, education, and humanitarian affairs.

On Friday, October 19, ICTJ welcomed the Special Rapporteur on the Human Rights of Internally Displaced Persons (IDPs), Ms. Cecilia Jimenez-Damary, at its headquarters in New York, where she gave an informal presentation. Jimenez-Damary’s eye-opening report on the human rights of IDPs takes up the crucial importance of including the voices and concerns of IDPs in transitional justice mechanisms.

Ever since the armed conflict in Lebanon broke out in the mid-1970s, the main demand of the families of the missing and disappeared has been to secure the right to know the truth and the right to an effective investigation, verification of facts, and public disclosure of what happened. These families persisted in their demands over the decades, against the odds and despite social, political, and cultural forces pushing for collective amnesia. Their perseverance, along with civil society’s invaluable efforts, shined a continuous light on the issue of the disappeared, igniting a public debate that parliamentarians could no longer ignore. Last month, they voted in favor of the Law for the Missing and Forcibly Disappeared Persons in Lebanon.

As the work of Tunisia's Truth and Dignity Commission winds down, ICTJ's Salwa El Gantri and Kelli Muddell discuss some of the challenges and successes of its work and their vision for transparent, participatory processes to advance Tunisia’s transitional justice mandate in the short and long term.

Throughout the week of April 23, I have been attentively following the news to know what would be the impact of this Friday’s hirak (Arabic for protests or mass rallies) in Algeria. The tenth consecutive Friday of protests that began on February 22 is a reaction to the announcement made by an invalid president, Abdelaziz Bouteflika, from a hospital in Geneva, of his intention to continue holding his position for a fifth term.

The new ICTJ report, An Uncertain Homecoming: Views of Syrian Refugees in Jordan on Return, Justice, and Coexistence, presents findings from a study based on interviews with 121 Syrian refugees living in Jordan. It documents the views, expectations, and priorities of these men, women, and children on the prospects of returning home and on future coexistence and justice in Syria.

We sat down with Roger Duthie, ICTJ’s senior research expert, to reflect on the findings from the new report, An Uncertain Homecoming: Views of Syrian Refugees in Jordan on Return, Justice, and Coexistence, and the prospects for Syrian refugees if and when the conflict ends.

Tunis—Youth activists from across Tunisia, representatives of state institutions, and experts from international nongovernmental organizations gathered on July 10, 2019, to discuss challenges to pursuing accountability for corruption crimes committed during the Ben Ali dictatorship and practical steps that civil society and government can take to overcome these challenges.

During the Ben Ali dictatorship in Tunisia, Najet Gabsi, an educator pursuing a diploma in law, was imprisoned for six months for her political activities. Through her participation in the "Voices of Memory" art exhibition, she was able to reignite her passion for activism and articulate the harms she endured at the hand of the regime.

The trend of missing and disappeared persons due to conflict remains more prevalent than ever today. Many governments around the world have remained undeterred in their abuse of power to invade a home or community and remove persons deemed to be a threat. This intractable problem has received global attention largely due to the efforts of family members who often risk their lives in pursuit of the right to know and ‍‍to bury their loved ones.

“Vetoes and excuses get in the way of what is right and just.” With those words, Amina Khoulani, Cofounder of Families for Freedom, spelled out the failings of the United Nations Security Council, as she described in lurid detail the harsh realities facing families of the disappeared in Syria. Actors with the power to stop the killing of detainees and to free those still imprisoned are forsaking their responsibilities.

The Syrian Constitutional Committee has finally been agreed upon. The 150-member committee — made up of representatives of the Syrian regime, the opposition, and civil society members — is tasked with writing a new constitution for Syria. In an ideal world, this new constitution could be the first step to bringing an end to the deadly conflict that has left the country, and the lives of countless Syrian people, in ruins.

Recently, Tunisia held its third parliamentary elections since the revolution and the second presidential elections since late President Béji Caid Essebssi passed away on July 25, 2019. It remains to be seen if the election’s results will usher in a new era of dignity, for which Tunisians took the streets in 2010 and 2011.

For over a month now, Lebanese people have been in the streets peacefully calling for an end to corruption, economic disenfranchisement, and government mismanagement, calling instead for accountability and reform of the systems that have allowed these things to occur. The protests are historic for several reasons: their scope and magnitude, as well as the way they have unified a country that has for so long had division baked into nearly every aspect of life, down to its system of governance.

Lebanon’s ongoing “October Revolution” represents the largest decentralized, anti-government protest the country has seen at least since the end of the civil war in 1990. The demonstrations have brought thousands of Lebanese to the streets to condemn widespread corruption among the political class, paralyzing the country for weeks.

On April 4 last year, the commander of the Libyan National Army Khalifa Haftar ordered his troops to advance on Tripoli and “liberate it from terrorists.” Various stakeholders issued a multitude of statements and joint declarations after the assault, all asserting that only a political solution would resolve Libya’s crisis and threatening to hold accountable any faction that escalated the conflict. But in reality, most of the stakeholders have been playing two fields all along: the diplomatic one, in which they continuously reiterate support for political solutions and UN-led initiatives, and then the battlefield.

Youth activists in Tunisia have played a vital role in keeping corruption at the center of public debate since the country's revolution in 2011. Through decentralized, nationwide protest movements, young Tunisians have been calling for measures that root out systems of endemic corruption. ICTJ sat down with one youth leader to discuss her activism and views on Tunisia's transitional justice process.

The United Nations Security Council has considered transitional justice on several occasions in the past and included many of its components in country-specific resolutions, and also stressed the links between transitional justice and the other items on its thematic agenda including women, peace and security, and children and armed conflict, and it has made explicit reference to transitional justice as a key part of efforts to sustain peace. Yet, on February 13, the Security Council held its first open debate focusing solely on transitional justice.

ICTJ held a two-day workshop on transitional justice for a group of university students in Beirut on February 14 and 15 as part of its ongoing support to the Committee of the Families of the Kidnapped and Disappeared in Lebanon. The students are currently serving as volunteers on a project to create an archive of the committee’s decades-long struggle and activism.

Today, we are facing a global public health crisis of unprecedented proportions. Only time will tell the devastating toll that COVID-19 will exact on human life. The breakneck speed at which the virus is spreading does not give us reason for optimism in the near future. We at ICTJ fully grasp the gravity of the situation, and we take our responsibility for the health and safety of our staff, partners, and communities where we work seriously.

For the past few months, ICTJ, along with our partners at the Center on International Cooperation at New York University, has been working on a comprehensive new policy paper on the situation of the many thousands of Syrians detained somewhere in the country’s vast network of prisons. The depravity that goes on inside these detention sites is already so appalling that it would have been hard to imagine when we started the project that the situation for the prisoners could get any worse. And then the COVID-19 pandemic hit, upending all of our preconceptions, and our lives, in ways none of us ever expected.

In war-torn Yemen, COVID-19 presents an imminent danger to the country’s 30 million people, 80 percent of whom rely on humanitarian aid to survive. For more than five years, brutal conflict has devastated the country and its economy, infrastructure, and public services including the health care system. By most accounts, the likelihood is high that the disease will spread through Yemen as the number of cases in neighboring countries continues to grow.
