This year marks the 50th anniversary of the hip hop movement. To honor its contributions to the struggle for justice, truth, and equality, the Skoll Foundation hosted a panel discussion and concert event featuring hip hop artists, including cofounder of the legendary rap group Run-DMC Darryl McDaniels and Colombian rapper and producer Ali aka Mind, as part of its 20th World Forum held in April in Oxford, United Kingdom. ICTJ, which received the Skoll Award for Social Innovation in 2009 and has partnered with the Skoll Foundation since, invited Ali aka Mind as a representative of Rexistencia Hip Hop, an artistic mentorship and creation lab led by ICTJ’s office in Colombia and the Latin American media outlet and foundation Cartel Urbano.

Five years ago, in August 2018, to mark his 100 days in office, Armenian Prime Minister Pashinyan addressed a large rally in Yerevan’s Republic Square to officially announce his government’s intentions to incorporate transitional justice mechanisms into Armenian post-revolution reform agenda. Since then, Armenia has been pursuing a range of transitional justice initiatives alongside other democratic reforms, and it has made some limited headway, despite setbacks and major challenges including renewed conflict with Azerbaijan.

From October 1 to October 5, 2018, ICTJ hosted its eleventh intensive course on transitional justice in collaboration with the International Peace Center for in Barcelona. Participants included leaders in their respective fields, including human rights law, community justice and legal services, peacebuilding, education, and humanitarian affairs.

Though not a state party to the Rome Statute, Cote d’Ivoire accepted the jurisdiction of the ICC through an ad hoc declaration in April 2003, and in December of 2010—in the wake of the post-election crisis—reaffirmed that declaration. It has been more than one year since Cote d’Ivoire began a critical transition from a decade-long civil war that divided the country and led to widespread human rights violations, forced displacement, and loss of civilian lives and property.

Nearly three years after violence in Cote d’Ivoire claimed the lives of over three thousand civilians and displaced hundreds of thousands, victims have yet to receive adequate reparation for the harm they suffered. ICTJ convened victims’ organizations, civil society, government officers and others to assess how the country should move forward to ensure victims see their right to reparation fulfilled.

As UN member states convene virtually this week for the annual General Assembly, they will likely focus on a narrow list of agenda items, topped by issues related to the deadly coronavirus pandemic and a global economic downturn. For this reason, ICTJ would like to recall the vital importance of justice for global peace, security, health, and development by sharing findings from an analysis of the open debate on transitional justice that the UN Security Council held on February 13, 2020, as part of its peacebuilding and sustaining peace agenda.

On May 12, the Council of Europe’s Committee of Ministers agreed to create a mechanism to receive claims for damages caused by the Russian crime of aggression in Ukraine. The new registry is intended to receive information on claims of damage, loss, or injury caused by Russia’s invasion of Ukraine since February 24, 2022 and assess their eligibility for future adjudication or compensation. Many of the register’s chief proponents are hailing its creation as a key step toward accountability for the many violations of international law that Russia has committed in or against Ukraine. The United Nations Security Council has considered transitional justice on several occasions in the past and included many of its components in country-specific resolutions, and also stressed the links between transitional justice and the other items on its thematic agenda including women, peace and security, and children and armed conflict, and it has made explicit reference to transitional justice as a key part of efforts to sustain peace. New York, January 25, 2021—"You cannot deliver 500 kilograms of transitional justice,” explains a high-level UN official in a new ICTJ report released today that explores the theoretical and practical challenges of measuring the results of transitional justice processes. These processes are complex and politically contested and are thus notoriously difficult to evaluate. The report offers key insights related to and tools for evaluating and monitoring transitional justice processes and assessing their impact.

Côte d’Ivoire descended into chaos following the October 2010 elections. One of the enduring lessons from this tragic experience could be that elections should never give a reason to set one’s country on fire. Like it or not, however, presidential elections in Côte d’Ivoire have become a malaise that grips the country every five years. And while the 2015 presidential elections were carried out peacefully, the recent October 2020 elections unfortunately were not. The tensions and violence that accompanied it, though far less devastating, brought back macabre memories of the 2010 post-election carnage that left 3,000 people dead and forced more an a million to flee their homes.

While Armenia may rightfully seek acknowledgment from its neighbors of the genocide and other egregious violations, for its part, it must have the courage to reckon with its own recent past in the 30 years since achieving statehood, which includes war crimes, systematic corruption, and large-scale human rights abuses against its own citizens. Failing to do so ultimately threatens the young republic’s democracy.

What happens when a state refuses to acknowledge the suffering of victims of mass atrocities? Or when the public celebrates perpetrators as heroes? Earlier this month, a panel discussion hosted by The International Center for Transitional Justice and New York University’s Center for Global Affairs grappled with the impact of denial on justice.

In designing transitional justice in Armenia, policymakers, civil society activists, and international actors should remember those who have not had justice for so long: the families of those killed or injured in March 2008, the victims of torture and political detention, the mothers in black seeking the truth about why their soldier sons were killed, the old pensioners who live in cold and hunger, farmers and rural communities who need access to social services, and students and young citizens who saw that their hope for a better future required a revolution.

Bosnian Serb leader Radovan Karadzic was recently sentenced by the ICTY to 40 years for genocide and crimes against humanity, crimes which have decisively shaped the society in Bosnia and Herzegovina.
